I don't remember seeing this car before so I came in for a closer look.
 

Note the steering column...or the lack there of. I would say there's a chain inside that aluminum housing to route the input from the steering wheel.

I didn't expect to see this under the hood. I also didn't look very hard and I couldn't find the owner so I don't know where the engine is located.
